This is a town created by Nerdman.
After a long period of inactivity, Nerdman restarted construction of his ridiculous idea on 4/8/20, with large swaths of the build empty.
Nerdman in a statement said, "I plan to build Sayber Skycity to cover pretty much all of NHCity below. The admins are OK with the build, so I'm just gonna do what I want with this."
The town is settled in the middle of the town NHCity, which 
NHC_THK agreed to have the town separated. In addition, NHC_THK also conceded the land to Nerdman, meaning that the land is sovereign and different to NHCity. Contact Nerdman on the MCO Discord for details and other stuff. Heck, contact him if you want to say hi, he doesn't care.
