For visitors to enter Citytown, they must either 1. Ask a mod to teleport yoi to it, goofy_man_lol is almost always there. or 2. Travel by boat from Shackcity or Sandy Shades as Citytown is 4000m from Shackcity and 2000m from Sandy Shades.
