Cloud City is an entirely floating city. It was originally built above NewVenice, but was moved due to crystalriver's request. It now is under construction in the middle of the ocean that surrounds NewHaven. The new construction job began on April 27, 2013. The original Cloud City was extremely small compared to the new one, which is already much larger than it. Currently, the only way of accessing it is using teleport commands, and a teleport pad will hopefully be put in place soon. Cloud City is being built with the intention of being the largest, and safest place to live on Freedonia. The city has a small government, consisting of a mayor and a city council.
