The High Council of the Heruvian Federation governs all Heruvian territories and properties within its native timeline, universe, dimension, and reality and wields absolute jurisdiction in said areas unless overridden by [CLASSIFIED]. Originally a Council of seven, this number was reduced to five after [CLASSIFIED].

Positions

  • The Council Chair
    • Leads the High Council
    • In the event that the council cannot convene, the Chair assumes control of the entire council
    • In the absence of an Advisor, the Council Chair can appoint a person to be the Advisor, given that they are not the Arbiter or Recorder.
    • Does not have a vote unless doing so would put the Council into stalemate.
  • The Advisor/Diplomat
    • Advises and represents the Council. Holds two votes.
    • Second in command to the Council Chair.
    • In the event of the extended indisposal of the Council Chair, the Advisor will assume the role of the Chair unless the Advisor previously held the position of the Tactician.
    • Cannot abstain from voting.
    • Chairs the Senate of Esteemed Envoys.
  • The Recorder/All-Seer
    • Sees and records everything and anything.
    • Informs the Advisor.
    • Cannot assume the position of Advisor.
    • In the event of Divine Intervention, assumes the role of Council Chair
  • The Timekeeper/Enforcer
    • Oversees and regulates all activities that involve or relate to the distortion of space and time.
    • The Timekeeper can hold their position across multiple High Councils, unless that Council is located directly in a past timeline.
    • In the event of a timeline breakdown, the Timekeeper is to be relieved of duty and right to life.
    • Secondary Advisor to the Tactician.
  • The Tactician
    • Oversees all activities that relate to, or employ weapons, the mystic arts, and other possibly dangerous substances/activities.
    • Cannot assume the position of Council Chair.
    • In the event of the extended indisposal of the Advisor, the Tactician will assume the role of the Advisor.
    • In the event of [REDACTED], the Tactician assumes the emergency power to veto the Chair.
  • The Arbiter
    • An unnamed person of power that is not a Council Member.
    • Used only when the Council is in stalemate.
    • Nullifies the Advisor's vote.
    • In the event of the extended indisposal of a Council member, the arbiter will assume the role of that Council Member, unless the role is the Advisor.
