This is a library built by the player Lockwick, which was found out by looking up the player that placed the signs at this building.
The books that had been stored in there were written by player Milipede.
It sits directly next to a Stone Slab highway and is not too far away from Nexus Hub Orange (East) 2.
Most of it is underground, just the entrance out of Stone Bricks and similar blocks is found on the overworld.
If you enter the underground part, you come to a very small, just two block high, cellar equipped with a few Book Shelves and Chests.
