Elderlands Parliament Enacted Laws
Preamble
The Elderlands is a sovereign Federal Union founded upon unity, order, and eternal continuity. This Constitution defines the structure, rights, and obligations of all settlements and protectorates under the Elderlands banner. All authority in Elderlands flows from the Parliament, tempered only by the veto powers of the Imperator, Immortals, Governors, and recognized Protectorate leadership.
Article I — Federal Union and Settlements
Elderlands operates as a Federal Union, with supreme authority vested in the Elderlands Government.
Any settlement joining Elderlands, or founded in its name, falls under direct federal control.
Secession from the Union is strictly prohibited, unless explicitly authorized by the Imperator.
All Elderlands settlements share one official Discord server for federal communication, coordination, and governance.
Independent Discord servers for Elderlands settlements are disallowed, as they fragment the unity of the Federation.
Article II — Protectorates
Protectorates are mostly independent settlements that fly Elderlands Banners but are outside the federal system.
Protectorates may freely leave the Union at any time, without Imperial approval.
Protectorates have none of the federal benefits, including defense, infrastructure, and economic privileges.
Protectorates have no legal obligations within the Union, and Elderlands bears no responsibility for their governance or safety.
Protectorate citizens are still recognized as Elderlands citizens and may use the official Elderlands Discord.
Protectorates may maintain their own independent Discord servers, as their autonomy permits.
Protectorates is not ruled by the Parliament.
Some Protectorates may be governed directly by the Parliament if Elderlands possesses in-game permissions or administrative control over their land or infrastructure.
- In such cases, the Protectorate functions as a Parliament Administered Protectorate.
- Parliament Administered Protectorate are considered to have no active local owner, and thus their veto power is suspended.
- Once a legitimate protectorate owner or leadership body is established, the Parliament loses authority over the protectorate.
Article III — Structure of Government
Parliament holds full legislative, executive, and administrative power over Elderlands.
The Imperator, Immortals, and Governors hold veto powers as the sole restraint on Parliament.
The chain of authority is as follows:
- Imperator — Supreme Head of State
- Immortals — Senior overseers with universal veto powers
- Governors — Regional administrators with local veto authority
- Parliament — Primary legislative and executive body
Article IV — The Parliament
Section 1 — Powers
The Parliament governs Elderlands in all matters of law, administration, and policy.
It may pass, amend, or repeal any law, decree, or directive.
Members of Parliament are elected or appointed by settlements recognized under federal authority.
The amount of Parliament Seats is directly tied to how many Elderlands Settlements exists. (EX: 10 settlements = 10 Seats to fill)
Jurisdiction:
- Parliament may enact laws and decrees that apply to all Elderlands settlements, regardless of their classification.
- If a settlement is under the authority of a Governor, that Governor has the right to veto or suspend the implementation of any parliamentary plan, law, or directive within their jurisdiction.
- Settlements without a Governor are directly controlled by the Parliament, with no intermediary veto authority.
Parliamentary decisions take immediate effect unless vetoed by a higher authority.
Parliament cannot override a valid veto issued by an Immortal, a Governor (for regional matters), or the Imperator.
Section 2 — Code of Conduct
Any Parliament Member can call a quorum.
Any Parliament Member can propose new laws.
All Parliament Member must be respectful and follow proper conduct or risk impeachment by a immortal or imperator or by Parliament vote.
The Parliament must function with a 75% majority vote for any action.
Article V — Veto Powers
Governor’s Veto
Applies only to laws affecting the Governor’s own region.
May be issued against any parliamentary plan or policy targeting that settlement or area.
Must be declared within One Month.
Immortal’s Veto
Any Immortal may veto any law or decree of Parliament.
Such vetoes take immediate and permanent effect.
May only be reversed by the Imperator.
Imperator’s Veto
The Imperator may veto any law, decree, or order from any level of government.
The Imperator’s veto is absolute and cannot be overturned by any entity.
The Imperator may dissolve Parliament, dismiss Governors, or suspend Immortal or Protectorate vetoes in emergencies.
Article VI — Final Authority
The Imperator is the ultimate guardian of the Elderlands Constitution.
No act, decree, or decision may override the Imperator’s authority.
The Imperator alone may authorize secession, dissolve Parliament, or reform the federal structure.
The Imperator’s word shall be binding law across all of Elderlands.
Article VII — Elections & Swearing-In
Article VII of the Elderlands Constitution defines how parliamentary elections are conducted, who may oversee them, and how members are sworn into office. It establishes a monthly election cycle and emergency provisions to ensure governmental continuity even in the absence of Immortals or the Imperator.
Section 1 — Authority and Election Cycle
Parliamentary elections shall be held on the 1st day of every month, marking the beginning of a new legislative term. Any entity holding veto power — including the Imperator, Immortals, or Governors — is authorized to organize, administer, and certify elections within their jurisdiction or at the federal level. When multiple veto holders exist, the Imperator’s authority supersedes all others in national elections. Election announcements must be made at least three (3) days before the 1st of each month.
Section 2 — Emergency and Self-Hosted Elections
In the absence of an active Imperator or Immortal, the Parliament may independently organize and conduct elections. These elections, known as Emergency Elections, must follow the same procedures as standard elections to the fullest extent possible. Emergency Elections remain valid until a recognized veto authority resumes power. Parliament may also self-host elections within settlements that lack an active Governor or any local veto authority.
Section 3 — Candidacy and Nomination
Any recognized citizen of Elderlands may stand as a candidate for Parliament if eligible to vote. Candidacy declarations must be before not during the election.
Section 4 — Voting and Certification
Voting shall open at 00:00 UTC and close at 23:59 UTC on the 1st day of each month. Votes shall be counted, verified, and certified by the authority presiding over the election. Results must be made public within three (3) days following the close of polls. In the event of a tie, the presiding veto authority shall cast the deciding vote. Certified election results must be hosted on a discord vote poll accessible only by elderlands residents.
Section 5 — Swearing-In
Newly elected parliamentary members shall be sworn in on the 3rd day of the month, or as soon as the results are certified. The official oath shall read:
“I, [name], do solemnly swear (or affirm) to uphold the Constitution of Elderlands, to govern faithfully in the interests of Elderlands and its citizens, and to respect the authority vested in the Imperator, Immortals, And Governors as decreed by law.”
Members serve one-month terms, beginning upon swearing-in and ending at the next swearing-in ceremony. Consecutive terms are permitted unless prohibited by parliamentary or federal law.
Section 6 — Vacancies and Special Elections
If a seat in Parliament becomes vacant, any veto authority may organize a special election on the next 1st of the month. If the vacancy occurs within seven (7) days before a scheduled election, the seat may remain vacant until that election. If no Veto authority is present, the Parliament itself may hold the election.
Section 7 — Oversight and Integrity
All elections must be transparent, publicly verifiable, and conducted in good faith by the organizing authority. Election disputes must be filed within 48 hours of certification. The Imperator or a neutral Immortal shall act as final arbiter of such disputes.
Section 8 — Government Dormancy and Caretaker Restoration
If all veto authorities (Imperator, Immortals, Governors) and all Parliament members become inactive, the Elderlands government shall enter a dormant state. In the dormant state, all settlements and protectorates remain bound by the Constitution and existing laws, but no new federal acts, appointments, or legislation may be enacted. Any recognized citizen may self declare themselves the Temporary Restorer of the Elderlands Constitution, provided that a separate individual with both Discord administrative privileges on the official Elderlands server and sufficient in-game permissions formally recognizes and authorizes them.
- Once recognized as Temporary Restorer, they may convene elections, appoint caretaker Parliament members, and reestablish federal authority.
- The Temporary Restorer shall hold veto power equivalent to an Immortal for the duration of their caretaker role, enabling them to approve, reject, or suspend parliamentary plans, laws, and decrees as necessary to restore functional governance.
- This caretaker authority and veto power remain valid until an Imperator, Immortal, or officially elected Parliament resumes normal governance.
- Only one Temporary Restorer may exist at a time to prevent conflicts.
The dormant state ensures Elderlands’ legal and structural continuity, while the Temporary Restorer mechanism guarantees that the government can be revived at any time by a verified and authorized individual.
Article VIII — Constitutional Supremacy
The Constitution of Elderlands is the supreme law of the Federation.
Parliament may not amend, repeal, or override any part of the Constitution.
Any powers or actions needed by Parliament must be exercised through ordinary laws, decrees, or directives that do not contradict the Constitution.
Any law or decree that attempts to nullify, bypass, or amend the Constitution is null and void and has no legal effect.
Only the Imperator has the authority to reform the Constitution, including additions, modifications, or repeals.
Enactment Clause
This Constitution is binding upon all current and future settlements, protectorates, and citizens of Elderlands. No body or settlement shall claim independence, immunity, or authority contrary to this document.
