The Federation of Loosely Aligned Settlements (FLAS) is an organization for the sake of being an organization. FLAS was created with the vision of simulating the functionality of a real world nation-state... it's up to the members to whether this goes well or not.
Please note: FLAS is not currently operational and will only be operational once 5 members have been admitted to the Federation and the Charter ratified
Admission
Before a Member is to partake in the day to day processes of the FLAS, the Member must go through the admission process.
Requirements
- Member-settlement must have a body of at least 5 members.
- Member-Settlements must have a Town Hall or equivalent.
# Member-Settlement/NGO must agree to the FLAS Charter.

Submitting an Admission Application
- Create a wiki article for your Settlement (include coordinates, nearest warp, and Leader/owner).
- Document Members.
- Contact current Chancellor (or appropriate cabinet member), link your Settlement Wiki article.
- Give the Chancellor (or appropriate cabinet member) a tour of your settlement, await green light from Chancellor (or appropriate cabinet member) before continuing.
# Submit a Charter for your Settlement that is congruent with the FLAS Charter for review.
If you succeeded in doing all these steps, Admission is highly likely yet not guaranteed as the FLAS Senate must vote on the admission of your Settlement/NGO.

Associate members
Associate members do not have to go through the same Admission process as full members, though they are not afforded the same rights as a full member. To apply for associate status, simply contact the Chancellor or a member of the Senate and ask them to introduce an associate admission bill into the next session of the Senate. Associate members are:
- Not entitled to any rights or entitlements listed in the Charter.
- Not obligated or restricted by the Charter.
- Not required to have a wiki article, minimum number of members, or have a congruent charter.
- Not capable of manning the office of Chancellor.
- Independent from the Chancellor, the Senate, and the FLAS as a whole.
- Are considered allies
- Are to be treated with favor in foreign policy

Charter of the Federation of Loosely Aligned Settlements
Preamble
In order to simulate the functionality of a nation-state more accurately whilst not infringing upon the rights of those who choose to join this Federation, the founding members of the Federation of Loosely Aligned Settlements hereby declares this Charter to be adhered to in all judgments, rulings, laws, and declarations.
The Chancellor
- The office of Chancellor is to be held by one individual who is a member of any member-settlement.
- The Chancellor is to be Elected every Year by a majority in favor in the Senate of the FLAS.
- The Chancellor is Entitled to the veto power.
- The Chancellor is Prohibited from Amending the Charter.
- The Chancellor May appoint his cabinet officers.
- The Chancellor May entrust his powers to his cabinet officers by his discretion.
- The Chancellor May declare a state of economic warfare with foreign powers.
- The Chancellor is Prohibited from making declarations of war.
- The Chancellor is Prohibited from ratifying treaties with foreign powers.
- The Chancellor May appoint a Deputy-Chancellor.
- The Deputy-Chancellor has the same powers and restrictions as the Chancellor when the Chancellor is unavailable/absent.
The Senate
- Each Member is Entitled to one Senatorial Seat.
- Each Senator is Entitled to one vote in the Senate.
- The Senate is Prohibited from negotiating with foreign powers.
- The Senate May pass legislation.
- The Senate Must Vote on ratification of treaties with foreign powers.
- The Senate May Vote on amending the Charter, amendments are passed with a 2/3rds majority in favor.
- The Senate Must Vote on declarations of war with foreign powers, declarations are ratified by a 2/3rds majority in favor.
- The Senate May Vote to overturn the Chancellor's declaration of economic war by majority vote.
- The Senate May Vote to overturn the Chancellor's Veto by 2/3rds majority vote.
- Senate votes are To Be Allowed to continue for 24 hours.
- If a motion, measure, or legislation is not passed within 24 hours, the motion/measure/legislation is denied.
- The Deputy-Chancellor is able to make a "tiebreaker" vote in the case where a vote is equally split, 50/50.
- Motions/Measures/Legislation that has Not passed may Not be reintroduced until 60 days have passed or the original text has been edited in a way that changes the effect of the Motion/Measure/Legislation.
The Members
- Members May determine their process for electing or appointing Senators to fill their Senatorial seat.
- Members May determine the term lengths of their Senator.
- Members Must follow all laws that are passed by the Senate and act congruent to this Charter.
- Members May hold a referendum to secede for any reason.
- Members officially secede when a secession referendum is passed by a majority of 2/3rds of the Member citizens.
- Secession referendums that are not passed within 24 hours of initiation are denied.
- Secession referendums that are not passed may Not be reintroduced until 60 days has passed.
Obligations & Restrictions
- The FLAS is Prohibited from legalizing Griefing.
- The FLAS is Prohibited from legalizing Spamming.
- The FLAS is Prohibited from legalizing Cheating/hacking.
- The FLAS is Prohibited from enforcing material taxes that turn a profit; requiring items or blocks from players for reasons other then:
- To supply public infrastructure and works projects;
- To compensate FLAS workers, Senators, and the Chancellor;
- And/or To pay any debts in the name of the FLAS.
- The FLAS is Prohibited from enforcing labor taxes; requiring players to build, mine, or otherwise work for the FLAS against their will.
- The FLAS is Prohibited from illegalizing secession.
- The FLAS is Prohibited from disallowing previous members from re-submitting for admission.
- The FLAS is Obligated to cooperate to the fullest extent with MCO administration when requested.
- The FLAS is Obligated to provide protection against unsolicited PvP from foreign aggressors.
- The FLAS is Obligated to provide community services such as public farms, roads, rail, and safe-houses.
- The FLAS is Obligated to enforce permissions on public utilities and infrastructure owned by the FLAS.
