The MOON Charter is the official legal document for Project MOON and enforced by the Caretakers of MOON.

It was 6 years that took the City of MOON to be rebuilt. After being discovered during a maiden voyage, the Caretakers of MOON were founded to restore this once great city to its former glory.

By the hands of 50 men and women, this feat was accomplished. Project MOON now stands as one of the largest and most notable mega-projects in the history of Freedonia. Fallen in the wake of the conflict, a newfound strive for peace has continued throughout its lifetime.

As the city opens its gates to the public for the first time, the one person who oversaw it all when others would come and go sought it important to entrust a handful of people to uphold, protect, and plan for the future of this large city. The Caretakers of MOON are a small, fluctuating organization consisting of a council and a single Overseer. They are responsible for governing MOON, and making decisions regarding its future in the ever-shifting landscape of Freedonia.

This document is the official charter for Project MOON. It details the fundamental rights, procedures, and ideals of the city and its inhabitants. This is to be upheld unless otherwise directed by the Overseer.


City Ideals 1. Project MOON is a city built on peace above all else. No decision shall be carried out that contributes further conflict of any nature unless to prevent further conflict as voted upon by a 50% or more council majority. 2. Project MOON will never be a provoker, only a defender of itself and those in need. Action is never to be taken on any adversary until they attack or trespass unwelcomely on allied land. 3. Project MOON is a historical landmark and as such must remain an independent sovereign entity. Peace treaties may be signed and peace-aligned organizations but only when the city remains with full autonomy and the allowance to exit whenever so desired.

Caretakers 1. A single overseer has the final authority over all decisions made. 2. Beneath the overseer, a council may be chosen to recommend decisions and help oversee the project. 3. The council has overruled a decision made by the overseer if a unanimous vote is made, after which all council members must resign from their position. 4. An Overseer can overrule a restriction made in this charter if 50% or more of the council approves. 5. If an Overseer is missing for over 7 months, a new one may be appointed in his place by a unanimous council election. 6. Should a previously missing Overseer return, they make retake the mantle or resign from their position.

Citizens 1. All Freedonians are welcome to purchase property within Project MOON. 2. This ability can be revoked if the individual has committed any crimes against Project MOON, its allies, or subsidiaries. 3. People barred from purchasing property may be pardoned by the overseer or a majority council vote. 4. For more info, read the housing agreement found in the Mayoral Mansion.

Residential 1. All residential zones are constructed with prebuilt exteriors while allowing full rein for citizens to decorate and build up their interiors. 2. Additional residential areas can be constructed within the vault, such as the honeycomb housing. 3. Additional info can be found in the housing agreement.

Commercial 1. Commercial entities may only set up shop in designated zones. 2. No tax is collected from any entities wishing to conduct business in MOON. 3. A one-time payment for the purchase of a shop stall may be required. 4. Shops may be removed by the Overseer if neglected in the wake of newer entities in need of space.

Embassies 1. All embassies must be constructed after signing an Embassy Contract. 2. Applicants aren’t guaranteed an Embassy. 3. Allies or beneficial partners are most likely to be granted Embassies. 4. All embassies must be constructed in the Embassy Isles and not further inland toward the city.

Renovation: 1. Renovations must be limited in consideration, only offering to bolster and upgrade a pre-existing function or resource and not repurpose one. 2. Renovation decisions require approval from the Overseer. 3. All Renovation projects must be non-destructive to the core architecture.

Expansion: 1. Any expansion to the structure of Project MOON must not go beyond the borders of Luna Bay. 2. Expansions must be made with the architecture and ideals in mind. 3. Pitches may be made but approval must be granted by the Overseer before any construction begins. 4. Aside from the Cygnus Quart, no expansions are to be made within or attached to the superstructure of Neighbor Luna.

Borders: 1. The buoys surrounding Project MOON and its neighboring islands denote where the build rights to the city begin. 2. Anything built within this region will either be brought up with the admins or immediately dismantled. 3. Luna Bay is the outer border of the city and the broader region. Anything built in this zone is not immediately disputed, but discussion may be opened based on the distance to the city, it’s outlying islands, or its proximity to the Luna Bay ruins.

Exodus: 1. In the event of a cataclysmic emergency, there is a chance the Exodus Protocol may be enacted. 2. Exodus is an emergency declaration in which the city will go under lockdown, and executive decisions may alter the future of MOON. 3. Ultimately, the city will either soft-close its borders indefinitely no longer allowing citizens or commercial entities to integrate with the city, or it may be sword under new leadership.
