A small group of members and owners of Heese 69 who "control" it.
Despite originating from Heese 69, the HQ of Heese Council is The Heese Megabase.
The Heese Federation is also "controlled" by the Heese Council.
They hunt players from the Heese Council Hitlist for various reasons. The hitlist is only available to Heese 69 members through the Heese 69 Discord Server.
Heese is considered dead, as several of the members (including the leaders) have been banned.
