This is a town located in a mesa, you can find it using Vizima or using th portal and nexus near by. This town is located in town limits of NHCity, however, TurtleCobra was given permission to build inside a small grassy canyon.
History of Savannahvale
on the evening of August 1, 2017, TurtleCobra asked if he could build a small village in a grassy canyon in NHCity, after a slightly lengthy convo, 
NHC_THK gave him permission.
