From my experiences of making witch farm, 120 blocks above the spawning box might be too far away(due to limited render distance on server). I have my afk box above 100 blocks and it did spawn some witches. An another thing need to be consider is the number of people online recently might decrease the capability mob can spawn in your farm(them being in unlit area). You might need an afk section that have less people on or people are in other dimension.
