BillVille is a settlement founded by BillionPenny around his tower called BillionPenny Tower. The name of the settlement is confirmed by the text in the article about bespoken tower.
Also signs with BillVille on it can be found in this settlement.
While the tower is the center part of this settlement, there are multiple plots, marked with Stone Slabs, all around the tower.
The settlement is secured with a surrounding wall out of Spruce Wood and Cobblestone.
