This was the effective Rules Hall used before 2015 (not clear if it started to be used during 2013).
The Language hub (previously called Tour) was once served as a rules hall for new players, providing the rules in multiple languages to appeal to more players. At the time, it wasn't referred to as a rules hall, instead being a language hub (hence the name difference).
The hub has a circular design, with each translation branching from the central spawn point. Each translation has a flag above the signs to indicate the country that language is primarily spoken in.
