The Anti-Rep Cookie Empire (also referred to as the Anti Rep Cookie Empire (without the hyphen), or as it's internal codename: Operation: Kill ghomik) are a group of people who share a common goal to kill 
Ghomik.
It was created by ItzRetorik after he was killed by Ghomik, and wanted to assemble a group of people who wanted to kill him.
Their "headquarters" was set to be at Nebulus, as ItzRetorik is a member of the Black Starwalkers, and wanted their assistance in killing Ghomik.
The group was more akin to a discussion about how they wanted to kill him, as nothing was ever really done, minus a few scuffles. It was seen internally by most of it's current and former members as a "joke group" rather than an actual group that was planning to kill him, as it's founder intended it to be.
