Small Cities are a variant type of city settlements in Freedonia. They are characterized by an medium surface area, and medium volume of buildings and residents. A small city does not have to be culturally significant. A certain medium to high quality of building is often present as well. This classification should be used by settlements that have reached similar quality of a city but not the size of a city.
